Will there be many options for health insurance on the exchange?
On July 1, 2011, Governor Dan Malloy (D) signed SB921 (Public Act 11-53) into law establishing the Connecticut Health Insurance Exchange. The state-run online health insurance marketplace is named Access Health CT. Three companies have demonstrated their intent to offer individual and small group plans through the exchange; the Connecticut Insurance Department must first approve the health insurance rates before companies can participate in the exchange marketplace.
Which companies will be offering plans on the exchange?
Anthem Health Plans dba Anthem Blue Cross and Blue Shield of Connecticut will be offering eight individual on exchange “DirectAccess” products and five small group, or SHOP, “DirectAccess” products. Individual plans will be offered at the gold, silver, bronze, and catastrophic metal levels with a focus on cost efficient network design. Anthem’s on-exchange small group products include embedded pediatric dental benefits. SHOP HMO and PPO plans will be offered at the gold, silver, and bronze metal levels.
ConnectiCare Benefits will be offering individual plans at the gold, silver, bronze, and catastrophic metal levels and small group plans at the gold, silver, and bronze metal levels. Standard plans will be available statewide along with multiple non-standard plan options.
HealthyCT is Connecticut’s new health insurance CO-OP based on a patient-centered medical home model (PCMH). The company will be selling plans statewide both on and off the exchange.The CO-OP will be offering five Individual PPO health plans: Healthy Partner Preferred – Gold, Healthy Partner Max – Silver, Healthy Partner Essential – Bronze, Healthy Partner Basic – Bronze, and Healthy Partner Min. – Catastrophic. The CO-OP will also be offering four small group PPO health plans: Healthy Partner Preferred – Gold, Healthy Partner Max – Silver, Healthy Partner Essential – Bronze, and Healthy Partner Basic – Bronze.
Hartford, Connecticut based Aetna Life Insurance Company withdrew from the exchange market after filing to offer exchange products.
Will premiums be the same statewide?
Each of the eight counties in Connecticut represents a geographic rating area. Health insurance costs can vary by region, and since some areas have higher health costs than others, rating areas are used to determine health insurance premiums.
