Washington Approves Two Additional Carriers

On August 30, 2013, the Washington state Insurance Commissioner, Mike Kreidler, announced that Community Health Plan of Washington and Kaiser Foundation Health Plan of the Northwest had been approved to offer plans in Washington’s Health Benefit Exchange, expanding exchange options to 41 plans from the previously approved 31.

Four of the five companies that were denied approval as of the initial July 31 deadline filed appeals of the decision. The appealing companies were Molina Healthcare of Washington, Inc., Coordinated Care Corporation, Kaiser, and Community Health Plan of Washington. Moda Health Plan Inc. did not appeal its exclusion from the exchange.

Community Health Plan of Washington was approved to offer three individual plans in 26 of 39 Washington counties. The company will be offering one gold, one silver, and one bronze plan.

Kaiser Foundation Health Plan of the Northwest was approved to offer seven individual plans in Clark and Cowlitz counties. Kaiser will be offering one gold plan, three silver plans, two bronze plans, and one catastrophic plan. Kaiser is also offering small group plans though SHOP.

The Insurance Commissioner believes there are serious issues with the Coordinated Care filing that will prevent approval despite the company’s appeal.

As the result of an extension of a federal deadline intended to give Washington time to approve more plans and give consumers greater options on the exchange, the Washington Health Benefit Exchange now has until September 5 to certify exchange plans.
